Stephen Moran is an independent trade policy analyst with extensive experience in the Australian government. He was Senior Trade Analyst for the Office of National Assessments (later the Office of National Intelligence) from 2010-2021. Before that he held various policy roles in the Department of Foreign Affairs and Trade, including heading DFAT’s sections responsible for relations with Japan, trade policy, climate policy and APEC trade facilitation. He was Deputy Permanent Representative in Australia’s delegation to the OECD from 1995-1998 and chaired the OECD’s Trade Committee Working Party in 1997-1998.
